How this is tested
- explain why an observer is at rest in a frame by showing there is no relative velocity or changing position
- define an inertial frame as one with constant velocity where Newton’s first law holds for free particles
- describe synchronising separated clocks using a light signal and allowing for the travel time d/c across the frame
